In the past year, the top 20 master plans in the country experienced an 11% increase in sales and this trend is steadily increasing1. About 25% of Orange County is composed of various master planned communities, and since 1990, 85% of all developments have been master plans2. Similar statistics are echoed throughout California, where Fuscoe Engineering has provided innovative eco-adaptive® services for over 50 master planned communities to date. Fuscoe Engineering is currently applying its reservoir of master planning expertise, executed with the firm’s cutting-edge full circle thinking® (FCT) solutions, to these three projects:

Ponte Vista Site Aerial

UNIQUE CHALLENGES/FCT SOLUTIONS

Formerly San Pedro Naval housing, this 750-unit urban infill master plan on 61.5 acres will feature six residential product types and a community park. Project challenges include minimizing retaining wall heights and balancing extensive earthwork due to 80 feet of grade difference across the site. Fuscoe is integrating strategic water quality features throughout the project to maximize the development area. To mitigate traffic impacts, 15 off-site intersections will be improved, involving multiple public agencies, including Caltrans.

UNIQUE CHALLENGES/FCT SOLUTIONS

This 400-acre coastal site will provide 1,400 residential units, commercial uses and substantial open space. Fuscoe’s plans will minimize impacts to wetlands and valuable gnatcatcher habitat by addressing flood routing, bluff erosion analysis, water quality treatment and carefully metered urban runoff to sustain the necessary hydroperiods of downstream vegetation. Fuscoe is also assisting with CEQA processing and site sustainability. California Coastal Commission coordination is a requirement for this project.

San Manuel Band of Mission Indians Master Plan

UNIQUE CHALLENGES/FCT SOLUTIONS

This residential master plan project entails strategic grading and drainage master planning for 800 acres of steep foothill property adjoining the San Manuel Band of Mission Indians gaming resort. In addition to technical site analysis and infrastructure plans, Fuscoe was able to balance the earthwork and identify a suitable deep canyon fill site, resulting in a contiguous 8-acre super pad that will allow for higher density development. Currently, the team is developing ways to replenish and/or create riparian areas as well as utilize the land’s natural springs for potable/recycled water.
