Howard Wen

Howard is an important member of Fuscoe’s Stormwater Management team and offers his expertise in NPDES storm water policies and regulations as a consultant to the Cities of Yorba Linda, Brea, Los Alamitos and Tustin. Roles with these cities include stormwater program administration, technical support for RWQCB audits, WQMP/SUSMP plan checking and MS4 inspection services, among others. Howard and his team have completed hundreds of MS4 inspections for construction sites, commercial and industrial facilities as well as LID and BMP operations and maintenance inspections for Cities. He has led the development of database and GIS management tools to record and track MS4 compliance inspections for Cities; electronic inspection forms for use with hand-held devices; and analytical tools to assess program effectiveness in improving stormwater quality. As a QSD, Howard also heads the SWPPP Monitoring Team that inspects construction sites for NPDES compliance for storm and non-storm water discharges, helping mitigate downstream impacts to rivers or public drainage facilities, specifically in terms of erosion and water quality.

Howard’s projects have included The Marke Apartments for Lyon Homes, Cypress Village in Irvine, Playa Vista, City of Laguna Beach Festival of the Arts Entry Rehabilitation, 5550 Wilshire at Miracle Mile in Los Angeles and Stateline Solar Farm SWPPP QSP Assistance, among many others. Howard is active in CrossFit training, snowboarding and outdoor adventures, including exploring tropical regions. He also enjoys volunteering at his favorite non-profit organizations.
