Baldwin Park Downtown Specific Plan

This 123-acre project includes portions of Baldwin Park’s Central Business District Redevelopment Project area as well as partial sub-areas of the Sierra Vista Redevelopment Project. This mixed-use and transit-oriented master-planned development is designed to revitalize downtown Baldwin Park into a vibrant environment offering daytime and nighttime activities.

The Baldwin Park Specific Plan creates a walk-able downtown urban village where people live, work, dine, shop, visit and entertain. The project is envisioned to become an outdoor pedestrian center where people can be independent of automobiles and yet conveniently connected to other centers throughout the region via rail transit and alternative transportation opportunities.

Fuscoe’s goal was to assist in creating an aesthetically pleasing built environment with an effective use of open space. The Fuscoe team provided preliminary civil engineering and water quality services to support the Specific Plan development and entitlement process. Project work included watershed drainage assessment, infrastructure planning and layout, GIS support, water quality assurance measures and development of a Tentative Tract Map for processing. The Specific Plan presented many challenges arising from integrating the proposed urban renewal into the existing downtown setting.
