East LA TOD Specific Plan

Centered on 3rd Street between Indiana Street and Atlantic Boulevard, the proposed project aims to identify the opportunities and feasibility of transforming the Third Street Corridor into a “destination” utilizing Transit Oriented Development (TOD) principles. The Metro Rail extension down 3rd Street, with four new stations, serves as the primary catalyst for this transformation. Though the main component of the project is the 3rd Street revitalization, the project area being considered is over 1500 acres and extends north to Cesar Chavez Avenue and south to Whittier Boulevard.

Fuscoe Engineering’s primary role on the project team was to provide infrastructure analysis and recommendations, identify Water Quality/LID (Low Impact Development) opportunities and coordinate with respective agencies such as the County of Los Angeles, Los Angeles County Sanitation District and California Water Service Company. The analytical portion of the project culminated in two week long “charettes”, which brought all the consultants, including Moule + Polyzoides Architects and Mia Lehrer + Associates Landscape Architects, together in one room to closely coordinate and share concepts and ideas.
