Due to excessive racing horse injuries at existing dirt tracks, the California Racing Board Commission required all dirt tracks be replaced with safer synthetic materials. Because of its close proximity to local waterways, the synthetic track at Del Mar posed many potential risks to local water quality and marine life.

Fuscoe conducted both chemical and toxicological research and testing, as well as redesigned the storm water drainage system to protect the San Dieguito River. In addition, Fuscoe served as the lead liaison for consensus building and conditions of approval with the cities of Del Mar and San Diego, Regional Water Quality Control Board and California Coastal Commission. The ultimate drainage solution included a significant reduction of storm water flows into the sewer system and incorporation of infield lakes for water quality and flood control diversions. Fuscoe also devised a monitoring program approved by the California Coastal Commission for all other discharges into a local creek.
