The Groves

Formerly the site of orange groves and the Fred C. Nelles Youth Correctional Facility, The Groves master plan community brings a new economic engine to the City of Whittier, along with the restoration and repurposing of four historic buildings.

The Fuscoe team initially provided due diligence work for the site, which then segued into delivering a full array of Fuscoe’s services, ranging from civil engineering to survey/mapping, stormwater management and geospatial technology. Project work included a tentative tract map, site planning, Specific Plan and EIR processing with preliminary WQMP, grading concept studies, sewer capacity analysis, fire master plan and a concept layout of Whittier Blvd. (a Caltrans street) and Sorensen Avenue. In addition, the Fuscoe team’s signature geospatial technology services included drone construction monitoring and additional drone controls. The site presented multiple challenges, including incorporating historical conservancy efforts, working with existing neighbors to redesign and reroute the existing storm drain through their residential lots, and coordinating the Whittier Blvd. decertification process with the client and Caltrans.
