Kettner Crossing
San Diego | AVRP Studios for BRIDGE Housing
Kettner Crossing is a transit-oriented affordable housing community serving seniors aged 62+ earning 30-50% of the area median income. The 88,000 sf, eight-story project includes 63 apartments, supportive amenities for residents, and 2,200 sf of leasable commercial office space.
Full circle thinking® at work: Fuscoe provided civil engineering services from entitlement through construction, ensuring design continuity and coordination with the client, design team, and City of San Diego. Drawing on extensive downtown experience, Fuscoe anticipated permitting, utility, and right-of-way challenges early to maintain schedule certainty and meet strict funding deadlines while delivering high-quality, affordable senior housing. The project also required close coordination with the architect and shoring engineer to accommodate an adjacent county-owned parking garage, including routing an existing sewer service through the building to the main on the opposite side of the site.

SkyLINE
San Diego | Affirmed Housing
SkyLINE is a transit-oriented, multifamily affordable housing project developed by Affirmed Housing and designed by AO. Located within a designated Transit Priority Area, the development is designed to thoughtfully integrate housing and transit access by transforming an underutilized portion of the Rancho Bernardo Transit Center. The project delivers 100 affordable apartment homes situated above a two-story parking podium with five levels of residential units. The site also includes an integrated office component and replacement parking to support continued MTS transit operations.
Full circle thinking® at work: SkyLINE was permitted through the City of San Diego’s 100% Affordable Executive Order program, enabling an expedited entitlement process reserved for projects where every unit is deed-restricted as affordable housing. The site featured unique design constraints including existing grade beams, retaining walls, and steep slopes. Close coordination was required between the structural, geotechnical, and architectural teams to optimize the site and deliver an efficient and constructible design.

La Sabila
Vista | Wakeland Housing & Development Corporation
Developed by Wakeland Housing & Development Corporation, La Sabila is an affordable senior housing community that supports aging in place while fostering a safe, comfortable, and connected living environment. Thoughtfully designed by DAHLIN Architecture and constructed by Sun Country Builders, the community also includes on-site supportive services provided by West PACE to enhance healthcare accessibility.
Full circle thinking® at work: Fuscoe solved a key challenge regarding the lack of existing public water and sewer infrastructure by designing and coordinating the extension of critical utilities while securing expedited agency approvals. Our team developed an integrated drainage and stormwater strategy that mitigated downstream impacts and met permit requirements, including nine biofiltration BMPs. Recognizing the importance of budget and schedule in affordable housing, our team closely collaborated with the client, architect, and contractor to align design, cost, and constructability, delivering the project on time while maintaining strict cost control.

Serenade on 43rd
San Diego | Wakeland Housing & Development Corporation
Serenade on 43rd is a thoughtfully integrated affordable supportive housing community located in City Heights. Developed by Wakeland Housing & Development Corporation, the project included the construction of two new buildings – one residential and one for community use. Two existing adjacent multifamily buildings were also renovated, leading to the formation of one cohesive and connected community.
Full circle thinking® at work: Fuscoe provided design and construction phase services, working closely with DAHLIN Architecture, to align engineering solutions with the overall vision for the development. The project required ministerial approval of a public improvement plan and right-of-way permit, along with a building permit from the City of San Diego. Our team was instrumental in navigating engineering documents through the City’s Permit Now process and securing right-of-way approvals in time to meet a critical construction loan closing deadline.
